1. INVITATION

Power Construction (Pty) Ltd hereby invites suitably qualified and experienced Targeted Enterprises operating within the Project Area and surrounding areas to submit an Expression of Interest (EOI) for inclusion on the project's Preliminary Targeted Enterprise Database.

This invitation is issued in accordance with the requirements of SANRAL Contract N.002-070-2023/2 for the Doubling of the Gwaing River Bridge Crossing on National Route 2 Section 7 km 17.3.

The purpose of this EOI is to identify and establish a database of Targeted Enterprises with the necessary skills, resources, experience, capacity and statutory compliance to participate in subcontracting, supply and service opportunities that may arise during execution of the Works.

THIS EXPRESSION OF INTEREST IS NOT A TENDER. It does not constitute an offer to enter into a subcontract, purchase order or other agreement. Submission does not guarantee an invitation to tender, appointment, or any minimum amount of work.

2. TARGETED ENTERPRISES

An EME or QSE which are at least 51% owned by black people, including the applicable ownership requirements, CSD registration, Tax compliance, CIDB registration and COIDA compliance.

Targeted Enterprises may include subcontractors, manufacturers, suppliers and service providers.

The specific Target Groups and ownership requirements applicable to each subcontract package will be confirmed in the relevant subcontract tender documentation.

3. PROJECT AREA AND LOCALITY

Preference will generally be given to suitably qualified Targeted Enterprises operating within the Project Area, with particular emphasis on enterprises based within George Local Municipality, and other areas within the Garden Route District Municipality where appropriate.

The final locality criteria for each subcontract package will be confirmed in the relevant subcontract tender documentation.

4. ANTICIPATED WORK OPPORTUNITIES

The following categories are preliminary identified for Targeted Enterprise execution, subject to final packaging, scope, quantities, programme, available resources and approval of the Engineer/Employer:

*No CIDB Grading Required for Suppliers

*CIDB Grading Requirements for Construction works: Proof that the applicant is registered with CIDB in the required Grading and Class; CIDB Level 1 to 7 (CE) for Civil works and (SK) for Road Marking

The work to be carried out by Targeted Enterprises is not limited to the above list. Additional opportunities may be identified by the Employer/Engineer/Contractor through the market analysis, resources and skills audit and approved CPG Plan.

It is envisaged that construction works will commence mid-October 2026.

Inclusion of a category does not constitute a commitment that the work will be subcontracted.

6. ELIGIBILITY AND COMPLIANCE

    • National Treasury Central Supplier Database (CSD) registration.
    • CIPC registration
    • Valid CIDB registration and applicable grading/class, where the work is subject to CIDB registration.
    • Valid B-BBEE certificate or valid Sworn Affidavit
    • Proof of EME/QSE status
    • Tax compliance prior to award of a subcontract.
    • COIDA/COID compliance prior to award of a subcontract
    • Relevant licences, permits, professional registrations and other statutory requirements applicable to the intended work.
    • Compliance with the project-specific Target Group/Specific Goal requirements.

7. FUNCTIONALITY AND FUTURE TENDERING

Inclusion on the Preliminary Targeted Enterprise Database is not a functionality pass and does not constitute prequalification for a subcontract.

For each subsequent subcontract tender, Power Construction will apply the approved SANRAL procurement process and the package-specific eligibility, functionality, price, preference and compliance criteria.

    • Valid B-BBEE certificate or sworn affidavit confirming status and ownership information
    • Valid SARS Tax Clearance Certificate
    • Valid Letter of Good Standing
    • Core business and work categories

9. IMPORTANT DATABASE NOTICE

The Preliminary Targeted Enterprise Database is intended to remain a live database. Enterprises may use the period between this EOI and closure of relevant subcontract tenders to regularise or update compliance, subject to the criteria in the applicable tender.

The final database for a particular subcontract tender will be determined in accordance with the SANRAL procedure and the applicable tender criteria. Inclusion in this preliminary database does not guarantee that an enterprise will be invited to every tender or that it will receive work.

Targeted Enterprise EOI Registration Forms are available by email upon request and need to be completed in full and submitted via return email with all supporting documents.
