Damians Contractors Civil invites experienced EME and QSE Targeted Enterprises to a tender briefing session for SANRAL Contract X.004-130-2024/1 EMERGENCY ROUTINE ROAD MAINTENANCE PROJECT ON NATIONAL ROUTE R26 SECTION 6 TO 9 FROM BETHLEHEM (KM 0.00) TO LADYBRAND (KM 46.41), NATIONAL ROUTE R34 SECTION 11 TO 12 FROM VREDE (R546 INTERSECTION) (KM 0.00) TO BOTHASPAS (KM 16.36), NATIONAL ROUTE R74 SECTION 1 FROM N5/R74 INTERSECTION (KM 0.00) TO FREE STATE/KWAZULU NATAL BORDER (KM 31.46).
The project is in Dihlabeng, Setsoto, Mantsopa, Phumelela, and Maluti-a-Phofung Local Municipalities within the Thabo MofutsanyanaDistrict Municipality in the Free State Province
The duration is 3 months. CIDB Regulation 25 (1B) will be applicable to this contract.
Preferences are offered to prospective Bidders from the targeted area, namely the Dihlabeng, Setsoto, Mantsopa, Phumelela, and Maluti-a-Phofung Local Municipalities, as well as the CIDB grades and classes indicated for each sub-contract package. This tender will be evaluated in terms of functionality criteria and the price and preference points system. Bidders who satisfy the following criteria are eligible to submit tenders:
a) Valid B-BBEE Level 1 or 2 contributor.
b) Exempted Micro Enterprise (EME)
c) Registered on the National Treasury Central Supplier Database (CSD).
d) Registered as “active” with the Construction Industry Development Board (CIDB) in the relevant
contractor grade and class designation.
e) CIPC Document.
An award will only be made to preferred Bidders that are:
a) Compliant with the Compensation for Occupational Injuries and Diseases Act (COID); and
b) Tax Compliant.

The tenderers attention is drawn to clause 4.1.1 of the Tender Data for each work package when submitting their tender.
Tenders from tenderers registered as potentially emerging enterprises but with a CIDB contractor grading designation lower than a contractor grading designation determined in accordance with the sum tendered, or a value determined in accordance with Regulation 25(1B) or 25(7A) of the Construction Industry Development Regulations, will be accepted.
Preferences are offered to tenderers who comply with the criteria stated in the Tender Data.
A tenderer’s representative cannot represent more than one tenderer at the compulsory meeting.
SUBCONTRACT TENDER DOCUMENTS
Tender documents will be sent via email to those who attended the tender briefing. The file will contain an electronic copy of the tender document in PDF format and Bill of Quantities in EXCEL format. Tenderers must have access to Microsoft Office © 2013 and Acrobat Adobe © 9.0, or similar compatible software.
Please be advised that the route will not be travelled and that it will be the responsibility of each tenderer to acquaint themselves with the route and its condition.

And shall be hand delivered to 46 Biddulph Street, Harrismith 9880 or 27 Union Street Bethlehem, between the hours 09:00 to 16:00, Monday to Friday up until the closing date Friday, 21 August 2026 at 12:00pm
