T1.1 TENDER NOTICE AND INVITATION TO TENDER (SBD1)
RAINBOW CIVILS CC invites tenders from experienced EME/QSE subcontractors for CONTRACT SANRAL N.011-120-2021/4: THE RESURFACING OF NATIONAL ROAD N11 FROM KM 76.1 TO KM
85.59 on behalf of Rainbow Civils cc in accordance with the requirements of The South African National Roads Agency SOC Limited (SANRAL).
This project is in the province of Limpopo and in the Modimolle - Mookgopong Local Municipality and Mogalakwena Local Municipality in the Waterberg District.
Subcontractors are required for the following subcontracts:

SUBCONTRACT PACKAGE NO: 10: HIRE OF CONSTRUCTION PLANT AND EQUIPMENT SUBCONTRACT PACKAGE NO: 11: PROVISION OF DIESEL FUEL SUPPLY SERVICES SUBCONTRACT PACKAGE NO: 12: HIRE OF TRANSPORT
The main contract duration is 12 months. The approximate duration for each subcontract package is provided in C3.1.2.4. CIDB Regulation 25 (1B) will be applicable to this contract.
Only tenderers who are registered on the National Treasury Central Supplier Database at the closing date for tender submissions and who comply with the definition of a Targeted Enterprise under clause
C.2.1.1 and are at least 51% Black owned and who is an EME or QSE or cooperative, are eligible to tender.
Only tenderers that meet all the eligibility criteria under clause C.2.1.1 of the Tender Data will be considered.
Only tenderers who meet the minimum functionality score as stated in clause C.3.11 will be evaluated further on price and preference
It is estimated that tenderers should have a CIDB contractor grading designation as indicated in the table below:

Tenders from tenderers registered as potentially emerging enterprises but with a CIDB contractor grading designation lower than a contractor grading designation determined in accordance with the sum tendered, or a value determined in accordance with Regulation 25(1B) or 25(7A) of the Construction Industry Development Regulations, will be accepted.
Only locally produced or locally manufactured products and components for construction with a stipulated minimum threshold for local content and production as stated in the Tender Data will be considered.
Preferences are offered to tenderers who comply with the criteria stated in the Tender Data.
A tenderer’s representative cannot represent more than one tenderer at the compulsory meeting.

Tenderers are to schedule an appointment for the issue of electronic documents by contacting Dinesh Chaithoo on 08484842487 or dinesh@rics.co.za.
Tenderers must submit, via email, the duly completed Form A1.1 Certificate of Intention to Submit a Tender prior to 29 June 2026. Failure to submit this certificate would result in the tenderer not receiving addenda or additional issued information and may result in the tenderer being non-responsive.
Please be advised that the route will not be travelled and that it will be the responsibility of each tenderer to acquaint themselves with the route and its condition.
TENDERERS’ BRIEFING AND TRAINING
A compulsory tender clarification briefing with representatives of the Project Management Team will take place at:
Thusang Hall, Thusang Township, Roedtan 0580 (GPS Co-ordinates: Latitude: 24°37'13.95"S ; Longitude: 29° 2'32.91"E) on 02 July 2026 at 10h00; and
Aboo Tayob Hall, 27 Boekenhout Avenue, Akasia, Mokopane 0601 (GPS Co-ordinates: Latitude: 24°10'51.99"S ; Longitude: 28°59'46.80"E) on 03 July 2026 at 10h00.
Tenders from tenderers who arrived late (after 10h15) at the clarification briefing session will not be allowed, and their submissions shall be declared non-responsive.
A tenderer’s representative cannot represent more than one tenderer at the clarification briefing session.
CLOSING TIME, COMPLETION AND DELIVERY OF TENDERS
The closing time for receipt of tenders is 11:00 on Friday, 17 July 2026 at Rainbow Civils Mokopane Offices, 122 Dudu Madisha, Mokopane 0600.
Telegraphic, telephonic, telex, email, facsimile and late tenders will not be accepted. Tenders may only be submitted in the format as stated in the Tender Data.
