T1.1 TENDER NOTICE AND INVITATION TO TENDER (SBD1)

WSM GROUP (PTY) LTD invites tenders from experienced EME/QSE subcontractors / suppliers and Service Providers for Contract SANRAL N.001-160-2018/1R FOR THE UPGRADE OF NATIONAL ROUTE 1 SECTION 16 FROM SCOTTLAND (KM 55.7) TO WINBURG SOUTH (KM 78.0) endorsed by The South African National Roads Agency SOC Limited (SANRAL). This project is in the province of Free State and in the Masilonyana Local Municipality. For Disabled Targeted Enterprises and Military Veterans, the area of Lejweleputswa District Municipality will be considered.

Accredited Training Service Provider are required for the following subcontracts:

THE APPOINTMENT OF AN ACCREDITED TRAINING SERVICE PROVIDER FOR COMMUNITY AND GENERIC SKILLS TRAINING

The approximate duration is 20 months.

Only tenderers who are registered on the National Treasury Central Supplier Database at the closing date for tender submissions and who comply with the definition of a Targeted Enterprise under clause C.2.1.1 and are at least 51% Black owned and who is an EME or QSE or cooperative, are eligible to tender. In addition, tenderers who are at least 51% owned by Black Youth, Black Women, Black people with Disabilities and Black people who are Military Veterans, are preferred.

Only tenderers that meet all the eligibility criteria under clause C.2.1.1 of the Tender Data will be considered.

Only tenderers who meet the minimum functionality score as stated in clause C.3.11 will be evaluated further on price and preference

It is not a requirement that tenderers should have a CIDB contractor grading, however tenderers attention is drawn to clause C.3.11 of the Tender Data when submitting their tender.

Only locally produced or locally manufactured products and components for construction will be considered.

Preferences are offered to tenderers who comply with the criteria stated in the Tender Data.

ACCREDITED TRAINING SERVICE PROVIDER TENDER DOCUMENTS
Tender documents are available:

Prospective tenderers may send a request for a link to the document to the following address tendersN1@wsmgroup.co.za from Monday to Friday (09h00 to 16h00), commencing on Friday, 13 February 2025 up until Tuesday, 03 March 2026. Tenderers must have access to Microsoft Office © 2013 and Acrobat Adobe © 9.0, or similar compatible software.

TENDERERS’ BRIEFING AND TRAINING

A compulsory tender clarification briefing and training session(s) with representatives of the Contractor and Engineer will take place virtually on Friday, 20 February 2026 at 14h00 for a period of not more than 2 hours. The briefing session will start punctually, and information will not be repeated for the benefit of Respondents arriving late. A link to join the compulsory briefing session shall be emailed to bidders who request the link via email to tendersN1@wsmgroup.co.za before 17:00 on Wednesday, 18 February 2026. Tenders from tenderers who arrived late at the clarification briefing session will not be allowed, and their submissions shall be declared non-responsive.

A tenderer’s representative cannot represent more than one tenderer at the clarification briefing session.

COMPLETION AND DELIVERY OF TENDERS

The closing time for receipt of tenders is 11:00 on Friday, 06 March 2026 at Tshepong Community Hall, Verkeerdevlei, 9401 – GPS Coordinates: -28º 50’ 29,4’’ (S); 26º 45’ 27.9’’ (E).
Only tender offers submitted in Hardcopy and delivered to the address specified in the Tender Data will be accepted.

Requirements for sealing, addressing, delivery, opening and assessment of tenders are stated in the Tender Data.

Tenders may only be submitted in the format as stated in the Tender Data.
