T1.1 TENDER NOTICE AND INVITATION TO TENDER (Incorporating SBD1)

LEO Consulting (Pty) Ltd) invites tenders on behalf of the Applicant, the South African National Roads Agency SOC limited, for the Subservice of managing the environmental process during design and monitoring environmental compliance during construction for UPGRADE FROM SINGLE TO DUAL CARRIAGEWAY ON NATIONAL ROUTE 1 SECTION 3 BETWEEN HEX RIVER PASS (KM 47.00) AND TOUWS RIVER (KM 74.30). This project is in the province of Western Cape) and in the district municipality of Cape Wineland. The approximate programme for design is to be completed by January 2027, followed by construction monitoring of 36 months (construction commencement date to be confirmed at a later stage).

TENDER DOCUMENTS
Tender documents are available at no cost in electronic format from the SANRAL website using the following link https://www.nra.co.za/service-provider-zone/tenders/open-tenders/. Tenderers must have access to Microsoft © Office 2013 and Acrobat Adobe © 9.0 or similar compatible software.
Tenderers must submit, via email, the duly completed Form A1.1 Certificate of Intention to Submit a Tender within seven (7) days from the tender advertisement date (13 June 2025). Failure to submit this certificate would result in the tenderer not receiving addenda or additional issued information and may result in the tenderer being non-responsive.
TENDERER’S MEETING
No tenderers’ clarification meeting will be held. Queries may be emailed to elzannevdk@leoconsult.co.za at least 7 (seven) working days before the closing date.
COMPLETION AND DELIVERY OF TENDERS
The closing time for receipt of tenders is 11:00 on 27 June 2025.
Telegraphic, telephonic, telex, facsimile and late tenders will not be accepted.
Tenders may only be submitted in the format as stated in the Tender Data. The complete tender submission should be e-mailed in PDF format to: elzannevdk@leoconsult.co.za. The pricing schedule should be completed electronically and e-mailed in both PDF and Excel Format as part of the tender submission.
Tenders must be e-mailed by latest 11:00 on 27 June 2025.
