VACANCY: PROJECT LIAISON OFFICER
Project duration: Contract period approximately 30 Months

The following experience and skills are required:
Roles & Responsibilities:
a) Be available on site daily from 07:00 -17:00 during Contractors working hours, which may include weekends and public holidays when required;
b) Except for taking the minutes of PLC meetings, which is a duty of the Engineer or his representative, the PLO shall provide a secretariat function to the PLC which includes, amongst others, the following:
(i) Schedule meetings;
(ii) Compile meeting agendas;
(iii) Compile document packages for meetings;
(iv) Distribute minutes of meetings;
(v) Assist PLC to formulate their communication in writing;
(vi) Distribute written communication to and from the PMT and the PLC;
(vii) Keep records of all the above and any other PLC documentation; and
(viii) Provide any other reasonable secretariat function pertaining to the PLC.
c) Attend all PLC meetings to report on the day-to-day project, Stakeholder and Community matters that impact on the parties to the project.
d) Attend all monthly site meetings to report on the day-to-day project, Stakeholder and community matters that impact on the parties to the project.
e) Attend any other meetings related to the project and in which any of the project Stakeholders, affected Communities, Targeted Labour and Targeted Enterprises are involved.
f) Maintain a full-time presence on site to monitor and address the day-to-day project, Stakeholder and Community matters that impact on the parties to the project.
g) Maintain a full-time presence on site to assist the PMT in the day-to-day liaison with project Stakeholders and affected Communities. Typical information to be disseminated by the PLO includes:
(i) basic Scope of the Works and how it will affect the Community;
(ii) project programme and regular progress updates;
(iii) anticipated employment and subcontracting opportunities;
(iv) project programme as it pertains to the employment of Targeted Labour and subcontracting of Targeted Enterprises;
(v) Occupational Health and Safety precautions; and
(vi) any other information relevant to project Stakeholders and the affected Communities.
h) Be well acquainted with the contractual requirements as it pertains to Targeted Labour employment and training requirements.
i) Assist the PMT and PLC to establish and agree the eligibility and selection criteria to be followed when employing Targeted Labour.
j) Assist the PMT in its resources and skills audits by providing a coordinating function between the PMT, project Stakeholders, and the affected Communities.
k) Ensure that Targeted Labour databases, compiled from the resources and skills audits, are based on the agreed eligibility and selection criteria and that it is updated as and when required.
l) Coordinate the selection and employment of Targeted Labour based on the agreed eligibility and selection criteria and based on the Contractor’s labour requirements.
m) Ensure that each Targeted Labourer enters an employment contract which adheres to current and relevant Labour legislation.
n) Ensure that each Targeted Labourer understands the conditions of his/her employment with an emphasis on the employment start date, end date and wages payable.
o) Identify and inform the PMT of any relevant training required by the Targeted Labour.
p) Attend all disciplinary proceedings to ensure that hearings are fair and conducted in accordance to the current and relevant Labour legislation.
q) Be proactive in identifying PLC, project Stakeholder, affected Communities (including Targeted Labour and/or Targeted Enterprise Subcontractor), requirements, disputes, unrest, strikes, etc. and bring it to the attention of the PMT.
r) Assist the PMT to liaise with the PLC, project Stakeholders and the affected Communities to resolve any disputes, which occurs on the project.
s) Other than the document records to be kept as mentioned in (b) above, keep record of all other documents and processes pertaining to the employment of Targeted Labour and any other records that may be of relevance to the functions of the PLC.
t) Produce and submit a monthly report to the PMT and the PLC, at PLC meetings, other meetings attended by the PLO, Targeted Labour employment, project Stakeholders, affected Community and any other project matters that impact on the parties to the project.
u) Ensure that there are agreements between the contractor and the labourers.
v) Ensure that labourers are paid what is due to them and on time.
w) Attend disciplinary proceedings to ensure that hearings are fair and reasonable.
x) Handle such other duties as agreed upon between parties concerned.
y) Keep daily written record of interviews and community liaison which should be summarized and included in the monthly progress reports.
z) Keep records of labourers appointed, their ID’s, days worked, wages paid etc.
aa) Only travel upon instruction of Engineers representative, for project related matters.
